Questions

Where do SBV files come from?

Usually YouTube. Captions downloaded from YouTube Studio, or from older tools built around it, often come as captions.sbv.

Why convert SBV to SRT?

Very few video editors open SBV. Almost all of them open SRT.

What if my file has a few broken lines?

Lines that are not captions are skipped and the rest converts. If no caption is found at all, the page tells you.

Is my file uploaded?

No. Nothing is uploaded. The file is read and converted by your browser, on your device. It even works offline once the page has loaded.
